New Restaurant ‘Ginger’ on Fourth Street, Humboldt Association of Realtors’ Plans for Old Redwood Curtain Theatre Both Coming Before Eureka Planning Commission Tonight

It’s all about the businesses at the Eureka Planning Commission meeting tonight, when the commission will hold public hearings and potentially approve permits for several proposed business projects, including a new restaurant on Fourth Street and the Humboldt Association of Realtors, which is moving into the old Redwood Curtain Theatre space on the waterfront in Old Town. 

Redwood Curtain Theatre announced in March that the space – at 220 First Street – was being sold to a new owner and that the longrunning local playhouse would need to find a new home. Soon after the Humboldt Association of Realtors announced that it would be moving its offices into the old theater, after completing a remodel on the building. 

According to the staff report, HAR plans to convert the space to include multiple offices, a reception area, a small conference room, updated restrooms and a kitchenette/breakroom. Additionally, HAR plans to add a “retail component at the front of the building offering real estate products, such as local area maps and brochure boxes, as well as local products, such as art and jewelry, and an open event space (meeting hall) for up to 99 occupants,” the report says. HAR also plans to do renovations to the exterior of the building, including painting the exterior and existing mural, and also plan to have a local artist paint a new mural on the north side of the building, next to the parking lot.

To move forward, this project will need a Conditional Use Permit and a Coastal Development Permit (since it is located in the coastal zone), which the commission can approve tonight if it determines that the project is exempt from the California Environmental Quality Act (CEQA.)

In another part of Eureka, another new business is looking to emerge – Wu Ginger Restaurant, which will be at 1835 Fourth Street, in the space that once held China Buffet. You may have noticed the sign already posted out front and the new paint job on the building’s exterior. 

This building is also located in the coastal zone, so the applicants – property owners JiaQing Wu, LiJun Zhao and FuQuan Zhang – are seeking a Conditional Use Permit and Coastal Development Permit from the City and exemption from CEQA. Even though the building previously held a restaurant, the applicants are required to obtain new permits, since the space had been vacant for more than 90 days, the staff report states. 

The staff report doesn’t include any details about the food that will be served at Wu Ginger, but does say that, if approved, the restaurant will operate seven days a week from 11 a.m. to 9 p.m., with an estimated 15 employees. The space will include a large dining area, commercial kitchen, storage and an ADA accessible restroom. The project also includes some improvements to the exterior, including “striping the parking lot,” replacing parking signage and replacing the landscaping.

The staff report also mentions that the new sign out front was installed without approval and will require an “after-the-fact Sign Permit, which will be reviewed under a separate permit application.”

The commission will also review a permit application for another cannabis dispensary, which will be located at 1621 Broadway, in the space that previously held Sport and Cycle. According to the staff report, the applicant is requesting approval to operate the space “as a cannabis retail facility with both indoor and car-side pick-up service.” Proposed site improvements include new security fencing and gates, parking lot striping, bicycle parking and landscaping.

A company called 1621 Broadway LLC wants to open a cannabis retail facility in Eureka. They are requesting permission from the Planning Commission to use an existing commercial building as a cannabis retail store. The store would be open from 9:00 am to 9:00 pm every day and have about 4-8 employees. The company also wants to have car-side pick-up service. They need to get approval for a Conditional Use Permit and an Initial Study/Mitigated Negative Declaration. The building will need some improvements, like new security fencing and parking lot striping. The project has been reviewed for its impact on the environment and steps will be taken to reduce any negative effects. The Planning Commission will hold a public hearing to discuss this proposal and will likely approve it with some conditions.

The Planning Commission is reviewing a proposal for a new restaurant called Wu Ginger Restaurant. The restaurant will be located at 1835 4th Street and will be in an existing commercial building. 4. September 2023 Inland Zoning Code Update Location: Inland portion of the City of Eureka Project: Zoning Code Amendment TA-19-0002 (mod 5)

The Planning Commission is recommending an update to the zoning code in the inland portion of the City of Eureka. The purpose is to make corrections and improvements to the code, address questions of interpretation, and comply with changes in State law. The update includes changes related to family day care homes, accessory dwelling units, and emergency shelters. It also includes changes to support the City’s application for a “Prohousing Designation” from the California Department of Housing and Community Development. Some changes include reducing the deadline for accessory dwelling unit applications, clarifying density bonus provisions, and removing subjective design review for certain residential projects.
